17 Central Indiana Infrastructure Projects Receive $60.6 Million in Funding

Projects poised to enhance mobility for Central Indiana residents

INDIANAPOLIS (April 18, 2024) - The Indianapolis Metropolitan Planning Organization (IMPO) has awarded $60.6 million in federal funding for projects that will go to bid in State Fiscal Year 2027. The projects were selected from the submissions obtained during the annual open call for projects from September 1 through December 1, 2023.

Upon receipt, applications were sorted by their requested funding category and ranked based on their score from the approved selection criteria. IMPO Staff recommended projects based on the resource allocation goals in the 2050 Metropolitan Transportation Plan (MTP). The IMPO received 66 project applications from 19 local public agencies (LPAs) totaling $234 million in requested funds. The IMPO’s Policy Committee approved funding for the following projects:

  • Avon - Dan Jones Widening Phase 4 from Bradford Rd to Oriole Way (CR 150 S) - STBG - $5,483,835

Dan Jones Road is currently a 2-lane minor arterial and will be reconstructed as a 4-lane roadway. The typical roadway cross section will consist of a 4-lane roadway (2-12 Northbound travel lanes and 2-12 Southbound travel lanes), a 17 raised median opening for left turn lanes at intersections, a six sidewalks along the west side of the project, and a ten shared-use path on the east side of the project. A five-buffer separates the sidewalk and the shared-use path from the roadway.

  • Beech Grove - Emerson and Churchman Roundabout - HSIP - $3,445,200

  • Carmel - 116th Street Path from Towne Road to Spring Mill – TA - $3,483,566

This project will construct a multi-use path on the north side of 116th Street from Towne Road to Spring Mill Road. This will be a vital path connection on the west side of Carmel that will provide bicycle and pedestrian connectivity to two public parks, a new school, a retail center including a grocery store, and a hospital.

  • CIRTA - Commuter Connect Carpool Vanpool Program – CMAQ - $720,000

The Central Indiana Regional Transportation Authority (CIRTA) proposes continued Congestion Mitigation and Air Quality funding for the rideshare program Commuter Connect. We work with employers, employees, schools, and more to promote available, sustainable commuting options primarily consisting of carpooling and vanpooling.

  • Hamilton County - Bridge No. 148 - 161st Street over Kirkendall Creek - STBG - $2,548,000

The proposed bridge will replace Hamilton County Bridge No. 148. The total project length is anticipated to be approximately 800 ft. The proposed bridge will be sized to accommodate Q100 Flow. The bridge cross-section will be widened to include a multi-use path along one side of 161st Street. This will allow the existing path in the northeast bridge quadrant to continue west.

  • Hamilton County - 116th & Olio Rd. Safety Project – STBG - $5,505,280

Based on existing traffic volumes, projected traffic growth pulled from the IMPOs Travel Demand Model, and safety concerns, the Hamilton County Highway Department seeks funding to construct a roundabout at the Olio Road and 116th Street intersection. The roundabout would have three lanes on the northbound approach, two on the southbound approach, two on the eastbound approach with a southbound slip lane, and two on the westbound approach. All existing sidewalks would be reconstructed as share-use paths, and the existing shared-use paths would be maintained/reconstructed if needed to be removed during the construction process.

  • Indianapolis - Nickel Plate Trail Pedestrian Bridge over Keystone - TA/STBG - $4,871,339

The Nickel Plate Trail bridge over Keystone Ave. is located in Indianapolis, Indiana, Marion County, at approximately 49th Street and Keystone Avenue. The bridge will provide a fully separated pedestrian crossing for users of the Nickel Plate Trail to safely cross Keystone Avenue, a thoroughfare with an AADT of 30,000-40,000 vehicles per day. This project aims to enhance safety in the pedestrian and bike network and reduce potential points of conflict between vehicular users, pedestrians and cyclists.

  • Indianapolis - High School Road over CSX/Conrail Bridge Rehabilitation – STBG - $2,245,346

Bridge rehabilitation includes replacing the bridge deck and bridge railings. It also includes widening the sidewalk.

  • Indianapolis - 38th Street over Little Eagle Creek Bridge Rehabilitation – STBG - $2,214,356

Bridge Rehabilitation includes deck milling, deck patching, placing rigid deck overlay, and replacing concrete bridge approach slabs and guardrails.

  • Indianapolis - 46th Street over Indian Creek Bridge Rehabilitation – STBG - $1,515,460

Bridge Rehabilitation includes replacing the bridge deck, widening the substructure, installing new box beams in the widened portion, and replacing bridge railings.

  • Indianapolis - County Line Rd Widening from Depot to Woodcreek Dr – STBG - $5,970,560

This would include widening about 2,000 LFT along County Line Road, installing a new traffic signal at the Railroad Road intersection, and upgrading the railroad crossing signal on the west approach.

  • Indianapolis - 46th Street and Mitthoefer Road Roundabout - HSIP - $1,568,182

Construction of a roundabout. Construction of sidewalks around the roundabout with ADA curb ramps, stormwater improvements, utility relocation, and right-of-way acquisition.

  • Indianapolis - Knozone Program - CMAQ - $320,000

Knozone is an education and advocacy program that serves the MPO area of Central Indiana. Knozone is part of the City’s Office of Sustainability, working to make Indianapolis one of the most sustainable cities in the Midwest. Good air quality is a vital component of that mission. Knozone provides outreach and education to constituents, businesses, and schools in the Indianapolis MPO area concerning air quality actions, multi-modal transportation options, and energy efficiency programs that reduce air pollution and improve air quality.

  • Indianapolis - Madison Avenue Roadway Rehabilitation – STBG - $11,762,960

Rehabilitation of Madison Avenue from Martin Street to Pleasant Run Parkway, including road diet, will be done to reduce the existing 5-lane section to a 4-lane section. The roadway will include two vehicular travel lanes in each direction, a multi-use trail to accommodate the Interurban Trail within the corridor and a sidewalk. The project aims to rehabilitate the existing pavement along this 1.1-mile segment of Madison Avenue, provide traffic calming through the corridor and improve pedestrian and bicycle connectivity by providing a multi-use trail and sidewalk along Madison Avenue. Additional right of way is anticipated to be required to allow for the addition of the multi-use path. Utility relocations are expected and will be evaluated further during the final design.

  • IndyGo - Bus Replacement - STBG - $6,495,818

The project is to replace diesel vehicles with hybrid vehicles.

  • IndyGo - Local Route Transit Signal Priority - Phase II - STBG - $1,121,572

IndyGo is continuing transit signal priority work. Following a quantitative analysis that determined the highest priority intersections (as determined through a mix of metrics, including equity, travel time, and vehicle occupancy), routes were identified to install transit signal priority hardware to facilitate better transit travel time. This application would install TSP at critical intersections for Route 10. Route 10 is one of the longest and highest-ridership routes in the IndyGo local transit network and would benefit significantly from improved travel time through transit signal priority. The project would include installing the system at 51 intersections and the necessary software to operate the system.

  • Johnson County - Smith Valley Road and Peterman Road Roundabout – CMAQ - $2,536,160

The project includes the construction of a 2-lane by 1-lane roundabout at the intersection of Smith Valley Road and Peterman Road, with road improvements extending approximately 500 feet in each direction. A 10-foot shared-use trail will be on the north side, and a 6-foot sidewalk on the south side, with pedestrian crossings at each approach. The roundabout will reduce congestion, increase safety, and improve the intersection's capacity.

“With requests for 66 projects totaling $234 million, it is clear that Central Indiana has great infrastructure needs,” said Anna Gremling, director of the Indianapolis MPO. This funding will help local governments address the ongoing challenges of building and maintaining infrastructure critical to the regional and state economies.”

Federal law requires each urbanized area with a population of 50,000 or more to have an MPO, and the MPO planning process is necessary to receive federal funds for transit, transportation alternatives, and roadway improvements.
